our inception, 1000 Friends of Oregon has worked to promote Statewide Planning
Goal 1: Citizen
Involvement. We have advocated for adequate notice of land use decisions,
reasonable appeal fees, full citizen involvement, and protection of citizens
who testify from frivolous lawsuits. We lobby the legislature,
litigate, educate the public, and foster the creation and expansion of local
land use organizations.
Unfortunately, Goal 1 has not lived up to its promise. Inadequate funding and prioritization by the Legislature and local governments has too often resulted in poor notification, mediocre involvement efforts, and disillusioned citizens. It took almost four years for a coalition that included 1000 Friends to pass a bill providing some protection of citizens from "Strategic Lawsuits Against Public Participation," SLAPP suits, which are aimed at discouraging citizen testimony in local matters. It has been codified at ORS 30.142. With your help, we can continue to advocate for strong, meaningful citizen participation in land use planning.
