Vote “NO” on Measure 37
Confusion, red tape and rising taxes unless most of us Vote “NO” on MEASURE 37, the ballot measure previously known as “Initiative 36”. Did you know the Oregon Secretary of State's office estimates Measure 37 would burden Oregon taxpayers with $64 million to $344 million per year in administrative costs alone? We need your help to defeat this risky measure! More information on Measure 37’s pitfalls.


The Oregon Supreme Court has agreed to hear the case of Just v. City of Lebanon
Opponents claimed that Just lacked standing to appear before LUBA and the Court of Appeals. In support, they cited to Utsey v. Coos County for the proposition that a party to litigation must establish that a decision would have a practical effect on him or her. The Utsey decision narrowed access to the courts for the public, including non-profit advocacy groups, by requiring an additional showing of practical impact. Just, DLCD and 1000 Friends of Oregon as an amicus curiae sought review by the Supreme Court, and asked the Court to determine whether Utsey was wrongly decided.


The West Eugene Parkway (WEP) debate continues and the summer heat is not cooling things down
ODOT is now asking the City of Eugene to take over that the eastern part of the parkway in part due to problems meeting highway standards. BLM has raised questions about wetlands. The WEP is on the Lane County Board of Commissioners Agenda for August 25 to authorize a Memorandum of Understanding. Click here for details.

OREGON NEWS

Clackamas County commissioners approved a Damascus ballot measure for the November 2 election
The election would seek voter approval for the county’s proposed boundaries for a new City of Damascus. About 13,000 acres are included and are expected to absorb much of the new Portland area growth. For information about 1000 Friends’ involvement in the Damascus project, click here. The Oregon Land Use Board of Appeals (LUBA) rejected Wal-Mart’s proposed Hood River facility
LUBA ruled that the proposed 186,600 square foot Wal-Mart, with 900 parking spaces, proposed for Hood River was too large and incompatible with the surrounding area. LUB A is also hearing appeals on Wal-Mart stores proposed for Medford and Central Point. For the LUBA decision on Hood River, click here.


Cottage Grove Speedway is or is not legal?
Both sides claim victory, but to read the LUBA opinion for yourself, click here. For a Register-Guard article on the decision, click here. The City of Cottage Grove will wend its way through the ruling to determine its next steps.


Wal-Mart decided not to appeal an Oregon Court of Appeals decision rejecting the company’s proposed store for Hillsboro
The retailer has not said publicly what it will do next, but it sounds likely that Wal-Mart will still seek a site in the Hillsboro area. Click here to read the news story.

The US Department of Health and Human Services, Office of Community Services, has posted an RFP, "Community Services Block Grant Community Economic Development - Public Markets" in the Federal Register

Uncontrolled sprawl wastes taxpayer’s money and time, concludes a report called "Race to the Middle: The Homogenization of Population Density, and What It's Costing New Jersey” prepared by NJ Future. Download the report.


Decatur County, Georgia has a 120-day moratorium on new development
In Georgia, the Decatur County Planning Commission has issued a 120-day moratorium on new development while the county considers having a county-wide land use plan. The incentive was the possibility of a new motocross track coming to the county with no land use ordinances on the books that would stop or shape the proposed development. To read more, click here.

Costly housing in Atlanta, Georgia pushes people farther from their jobs
Atlanta also faces pressures on housing people can afford.
