Protect
Oregon's Future: Ask Your Senator to Vote NO on House Amendments to SB
1037
Oregon's
long-standing tradition of conserving land for rural resource industries
and directing urban scale development to towns and cities is threatened
by pending legislation. The House is expected to pass legislation tomorrow
that would allow transfer of land use waivers granted under Measure
37. This would mean that developers could freely purchase farmland with
special development rights to site new strip malls and subdivisions.

Coastal
Forum in Florence October 1
Join the
Coastal Futures Project partners1000 Friends of Oregon, the Oregon
Downtown Development Association and the Oregon Shores Conservation
Coalitionfor a day of workshops and discussion in Florence. We
will explore efforts to keep coastal communities their best, with a
focus on rural development, coastal economic development, and downtown
revitalization. Secretary of State Bill Bradbury has been invited to
present the keynote address. More information and online registration

LUBA Affirms
Newberg-Dundee Bypass
The Land
Use Board of Appeals recently affirmed decisions made by Yamhill County,
Dayton, Dundee, and Newberg in preparation for a new freeway through
Newberg and Dundee. The ruling was in response to appeals filed by 1000
Friends of Oregon, Friends of Yamhill County, the Fair Housing Council,
Jim Morrison, and Columbia Empire Farms. 1000 Friends is disappointed
by the ruling. We continue to believe that there are better solutions
to transportation issues that will not plow through low-income neighborhoods
and prime farmland or spark runaway growth in other communities down
the road. We are reviewing the rulings to consider a possible appeal.

State
Budget Agreement Includes Funding for "Big Look"
The State
budget agreement negotiated between House and Senate leaders includes
money to fund a comprehensive review of Oregon's land use program, dubbed
the "Big Look." In conjunction with SB 82, which passed the
House last week and is supported by the Governor, the $600,000 appropriation
will commission a new Oregon Task Force on Land Use Planning. The Task
Force will make an interim report to the 2007 Legislature and issue
a final report to the 2009 Legislature.
Subcommittee
Studies Changes to Transportation Planning Rule
A primary
purpose of the Transportation Planning Rule, which implements Goal 12
(Transportation), is to assure that land uses and transportation systems
are planned together "to reduce reliance on the automobile so that
the air pollution, traffic and other livability problems faced by urban
areas in other parts of the country might be avoided." But a joint
subcommittee of the Land Conservation Development Commission and the
Oregon Transportation Commission is looking to change the purpose of
the rule away from coordinated land use and transportation planning
in favor of building more roads to serve development that has already
occurred. This approach would likely increase costs for taxpayers and
accelerate the development of resource lands. Learn

"Get Centered!" Event in August
Fred Kent,
president of Project for Public Spaces and an expert in revitalizing
city spaces will speak at the Metro Council Chambers on August 10, 5:00-7:00

Oregon
Planning Institute Conference in September
A statewide
conference entitled "The Promise of Paradise" will take place
September 15-16 at the University of Oregon. Amongst the breakout session
topics are transportation, economic development, the Big Look, Measure
37, and planning technology. Keynote speakers will include Eugene Mayor
Kitty Piercy and Ellen Lowe, who will talk about "Reclaiming Our
Oregon." Early registration is available before August 12. Learn

National
Trust for Historic Preservation Conference in September
The national
conference of the National Trust for Historic Preservation is coming
to Portland September 27-October 2, 2005. This year's focus is "Sustain
America: Vision, Economics, and Preservation." Activities and breakout
sessions will cover a wide range of topics, and speakers will include
noted authors David Rusk and Donovan Rympkema. Learn

Federal
Transportation Bill Passes Congress
After lengthy
negotiations, Congress has passed a bill that would send $2.7 billion
in transportation funding to Oregon over five years. The package includes
$200 million to fix bridges around the state, $19 million for the Sunrise
Corridor in Clackamas County, $10.6 million for realignment of Highway
20 between Newport and Corvallis, and $16 million for the Center for
Transportation Studies at Portland State University. It also sets aside
$297.5 million for transit in Oregon, including money for a new light
rail station in Gresham and new buses in Lincoln and Marion counties.
The president is expected to sign the bill.
