1000 Friends comments on proposed amendments to the Transportation Planning Rule

1000 Friends of Oregon submitted comments on the proposed changes to the Transportation Planning Rule (TPR) before the Land Conservation and Development Commission's (LCDC) meeting earlier this month. Our comments focused on the continued need to coordinate transportation and land planning and the need to cooperation between the Oregon Transportation Commission and LCDC. Download these and other comments submitted on the TPR.

OREGON NEWS

Court of Appeals reverses LUBA and remands Newberg-Dundee bypass case

Columbia Empire Farms appealed a LUBA decision on Newberg-Dundee. Today, the Court of Appeals reversed LUBA and remanded the case. At issue was whether the City of Dundee could rely on data from a buildable lands inventory not incorporated into its comprehensive plan. The court ruled: "In sum, a planning decision based on a study contemplated by a comprehensive plan but not incorporated into the comprehensive plan after the study is carried out is not a planning decision that is made on the basis of the comprehensive plan and acknowledged planning documents, as is required by Goal 2." See the full opinion.

See how Measure 37 loopholes are affecting Washington County

Planning to protect our livability works best when all land uses are planned for. But the loopholes in Measure 37 make it very difficult to plan for growth and assure compatible uses that protect neighbors and neighborhoods. See how Measure 37 claimants are seeking to change Washington County.

The Big Look: Metro President David Bragdon shares his views

We still do not know who will be named to the "Big Look" task force that will help Oregonians look ahead to create the kind of state we want with 5 million people in it. One view of how and what they should look is in this opinion piece.

State Measure 37 claims

At the Land Conservation and Development Commission meeting earlier this month, Department of Land Conservation and Development Director Lane Shetterly shared these statistics about Measure 37 claims: 1,255 claims have been submitted to the state so far and 1,065 were referred to DLCD. Of the 375 final orders issued by DLCD, 90% were approved. About 86% of the claims are for partitions and subdivisions with more than one dwelling and only 13% are for a single dwelling.

Portland Community Vision Project

Portland Mayor Tom Potter has initiated a community vision project to hear from Portlanders about how they want from the city thirty years from now. For details on the project and grant opportunities, go here.

Californians discuss agricultural easement options

California converts 50,000 acres a year from farmland for urban growth. (Oregon loses about 870 acres per year of farm and ranchland to urban expansion, another 700 to rezoning and 15,000 acres each year to new rural residential development. See 1000 Friends of Oregon's report, Too Many Homes on the Range for details.) A meeting of Californians interested in protecting northern California farms was held and options for providing conservation easements to farms were discussed. Learn details.
