La Grande Measure 37 Claim for 335 five-acre lots rejected
The Union County board of commissioners voted today to reject a Measure 37 claim to develop 335 houses in 5-acre lots on 1400 acres of farmland in Union County. This was one of the largest Measure 37 claims in the state and would have had far-reaching impacts to the community, including the cost of conflicts to farmers and water issues. A primary issue with the claim was the question of ownership. The current owner, Terra-Magic, acquired the property in 1976 after farm protection standards were adopted statewide. The chief claimant, Dennis Rasmussen, was hoping for an ownership date of 1969 when his mother, Martha Rasmussen, acquired the property. The commissioners will vote on findings for a final written decision June 21st. Learn more background on the claim.
Oregon Land Use Forum in Bend June 15-18
The Urban Land Institute's Oregon/SW Washington District Council is hosting the "Oregon Land Use Forum" in Bend at Eagle Crest resort on June 15-18. 1000 Friends of Oregon's Executive Director, Bob Stacey, will be speaking. Additional details and registration information can be found here.
Gresham free workshop on June 17: "A Citizen's Guide to Land Use"
There is a lot of talk in Oregon about land use, and there is a lot to learn. If you have those nagging questions you were too embarrassed to ask or if you are new to land use, attend this free workshop and learn what the planning system is about, how it works, and how to be an effective advocate for your neighborhood. Big Look Task Force retreat
The Big Look task force will hold a retreat July 23-24 in Lincoln City where they will work on a list of land use issues. Share your ideas about what works and what doesn't with the task force.
Yamhill County vineyard hotel proposal
Is Yamhill County the new Napa? A development proposal there suggests that this might be the start of a trend. The proposal is for a 50-room resort hotel and spa on land zoned for exclusive farm use. The problem is that a hotel puts at risk the vineyards that make the location desirable. Yamhill County commissioners made no decision today, but continued the hearing until July 5 at 2 pm. Buses in Bend, finally?
It has taken years, but Bend, now population 70,000, may finally be getting a fixed-route bus system. The city council voted Monday night to move forward on a plan for fixed-route buses. Bend is the largest city in the region without this kind of public transportation system. The council hopes to have the system up and running by September. Learn more about the proposed bus system.

Assault on Land Protections Inspired by Measure 37 Rejected in California
Voters in Napa County, California soundly rejected a ballot measure modeled on Measure 37 by a vote of 64% no to 36% yes. The Oregon experience may have helped convince voters that the measure hurt their community. Read more.
Global Warming Shifting Wine Regions
An Oregon climatologist has looked at how climate change may affect grape-growing regions of the world and reports that grapes are sensitive to the shifting environmental conditions. Read a newspaper article on the study.
The Inner City: It's the place to be in Chicago
It used to be that people fled the cities as they became undesirable, but now people are rediscovering the many benefits of urban living. One example is Chicago, which has found that planting trees and gardens lures people back to the city. Chicago has planted half a million trees and converted empty lots into community gardens. Is it worth the cost? People are healthier, the city saves money with more natural filtration for stormwater, and children have a place to play. Learn more about the Windy City strategy.
