Ask legislators to support SB 505: Give Oregonians a rest -- and time to
take the next step
SB 505 is a chance to let Oregonians filing Measure 37 claims for one
house to get on the fast track while giving Oregon a time out to make sense of and
create fairness from this chaotic law. Over 7,000 claims have been filed, many
clustered in areas that will be forever changed if these claims are
approved. The Joint Special Land Use Fairness Committee has already taken
testimony on this bill and will act soon. This is your chance to make a difference to

New poll shows most Oregonians do not now support Measure 37
A poll by the conservative Portland pollster firm Moore Information
shows that
most of the Oregon voters surveyed in the poll want to repeal or fix
Measure
37. As reported in the Register Guard: A poll taken last fall that
showed a
similar result was criticized by supporters of Measure 37 because of the
liberal background of the survey firm. 1000 Friends' Communications
Director
Eric Stachon said, "We chose Moore because we didn't want Measure 37
supporters to be able to say that the poll was tainted. We didn't know
what
the outcome would be, but we are quite pleased. It's even more clear
now that
what was passed in 2004 is not the same as the will of the voters in 2007."

Video of Oregonians harmed by Measure 37
We have released our new DVD, And Fairness for None: The Impact of
Measure 37 on Oregonians and Oregon's Landscape." The video lets Oregonians tell
their story of how Measure 37 threatens their livelihoods due to inappropriate
development caused by Measure 37. Oregonians explain why they changed
their mind about Measure 37 once they saw how it could change their area. To

Governor Takes Lead on Proposing a "Timely and Deliberate" Response to
Measure 37
Recognizing that Measure 37 will forever change Oregon, Governor Kulongoski
introduced legislation that would provide a "time out" for the state
while the
legislature considers the policy options. Oregonians filing claims for
single
homes are also eligible for an "express lane" leading to approval of their
claim. The legislation provides the time out until this legislative
session

Ed and Tami Rose told the Oregonian that "farming communities will be

Sightline Institute report on the unfairness of Measure 37
In conjunction with 1000 Friends of Oregon, Sightline Institute prepared a
written report on the impacts of Measure 37. The report, Two Years of
Measure 37: Oregon's Property Wrongs, highlights the harm Measure 37 is

Measure 37 puts McKenzie River watershed at risk
Eugene Water & Electric Board wrote to land county officials expressing
concern about the impact of Measure 37 on watersheds due to the 105 parcels
that are proposed for development in the watershed.

OSU economists conclude land use rules may have helped increase rural
property values
Two OSU agricultural economists conclude in a new study that Measure 37's
requirement that there be a reduction in value is unevenly applied across
Oregon. They also suggest that land use rules may have helped increase the

California Farmland still fodder for development
California's farming communities continue to lose out to development
pressure.
Recent data show that over 18,800 farmland acres have been converted in
just 5
counties between 2002 and 2004. The San Joaquin Valley is now the
second only
to Southern California in pressure to develop farmland. For the story:

The President's Budget and Smart Growth
The President's budget provides proposals for funding many programs that
