Metro Region 2040 Study
At roughly the same time that the Oregon Department of Transportation was considering the Western Bypass, Metro—Portland's Regional Government—was studying land use and transportation issues for the entire Portland region through the year 2040. Through this process, Metro developed a regional plan that incorporates the LUTRAQ alternative developed by 1000 Friends. Hence as Metro works to implement its 2040 plan, it is essentially implementing LUTRAQ.  

 

 

 

 

 

Citizens for Sensible Transportation
Citizens for Sensible Transportation (CST) is a grassroots citizens organization formed in 1989 (originally called Sensible Transportation Options for People--STOP) to oppose the Western Bypass freeway and promote better transportation options. In 1992, CST expanded its focus to include educating the public and elected leaders about LUTRAQ. CST fulfills its mission to support transportation systems that foster livable communities by participating on regional transportation committees, providing traffic calming resources to communities struggling with traffic problems, and promoting LUTRAQ principles nationally.
