Federal and State
Housing and Urban Development (HUD) Offers access to a wide array of information about HUD programs both nationally and locally.
PolicyLink A national nonprofit research, communications, capacity building, and advocacy organization, working to affect policy so those closest to the nation's challenges are central to the search for their solutions. Offers toolkit for Equitable Development and Affordable housing.
Western Center on Law and Poverty WCLP convenes two task forces for advocates, one on housing and the other on health and welfare, involving advocates throughout Oregon. WCLP also publishes the Health and Welfare Task Force Mailing and the Housing Task Force Mailing, to keep advocates abreast of legal and legislative developments.
Habitat for Humanity of Oregon Provides selected resource development, facilitates communications and nurtures relationships with and among affiliates. Offers support services to local Habitat affiliates.
Association of Community Development Organizations (AOCDO) A nonprofit association of those engaged in and those who support affordable housing development and economic development throughout Oregon.
Housing and Community Services Department (OHSCD) Administers Oregon's affordable housing funding programs and CDBG-Housing Rehabilitation Program.
Association of Oregon Housing Authorities

An association of twenty-two Oregon housing authorities, that offers housing and related programs to Oregon's cities and counties. Oregon Housing Authorities are public, non-profit corporations, organized under Oregon's Housing Authority Law. The association addresses opportunities and barriers that help or hinder affordable housing in Oregon.

The Enterprise Foundation Assists community-based organizations and local institutions to rebuild their communities. Creates powerful partnerships to rebuild communities and empower people in neighborhoods nationwide.
Local Initiatives Support Corporation (LISC) Provides grants, loans and equity investments to CDCs for neighborhood redevelopment. When LISC begins a new program, National LISC matches locally-raised funds. The CDC then devotes funds for projects that will best suit the neighborhood, and the renovation begins. Oregon Action A statewide, non-partisan network of people and organizations dedicated to economic justice through individual and group empowerment. Ensuring affordable housing is an important part of their program.
Oregon Economic Community Development Department (OECDD) Assists businesses and governments to create economic opportunities and build quality communities throughout Oregon.
Community Alliance of Tenants (CAT) A grassroots, tenant-controlled, tenant-membership organization, whose mission is to educate and empower tenants to promote affordable, stable and safe rental homes. Has a Renters' Rights Hotline.
State Historic Preservation Office (SHPO) SHPO's are part of a national preservation partnership led by the National Park Service (NPS). The Oregon SHPO administers the Federal & State Tax Benefit Programs. Some historic tax credits can be combined with low-income housing tax credits.
Portland Metro Region
Metro Regional Government's Regional Affordable Housing Strategy Completed in 2000 for the Portland Metro area, this extensive affordable housing strategy document includes an overview of the need, numerical "fair share" targets for local jursidictions (affordable housing goals), policy and funding tools, and recommendations for further action.
Portland Development Commission PDC is involved in waterfront redevelopment, small business loans, affordable housing, new retail opportunities, transit-oriented development, and business recruitment and retention.
Portland Community Land Trust A non-profit, community-based membership organization that buys and permanently holds land for the benefit of the Portland community.
Housing Authority of Portland (HAP) In partnership with public, private and non-profit agencies, HAP develops and manages a continuum of affordable housing options from special needs housing to large apartment communities in the metro area.
Coalition for a Livable Future A network of 60 nonprofit and community-based organizations working together to create a more equitable and sustainable Portland metropolitan region.
Community Development Network (CDN) An association of nonprofit community development organizations in Multnomah County located in Portland, Oregon. Website includes a complete list of Portland-area CDCs.
Affordable Housing Now! A movement of affordable housing advocates and tenants whose goal is to secure new resources for affordable housing for the Portland Metro area.
Enterprise Portland Since 1990, Enterprise Portland has committed over $5 million in grants, $12 million in loans and $200 million in equity to 75 Northwest nonprofit organizations to develop 3,000 homes. Over the next several years, The Enterprise Foundation's agenda in the Northwest is to work with community-based organizations to increase affordable housing, help families move up and out of poverty, develop community assets and revitalize neighborhoods.
NW Housing Alternatives (NHA) Founded to address the need for safe, decent, affordable homes in Clackamas County. (Clackamas Community Land Trust is administered by NHA)
Community Development Law Center Provides legal services to non-profit organizations in Oregon. CDLC's attorneys represent affordable housing and economic development organizations in real estate, land use, construction, corporate, and employment matters. Also offers trainings in subjects such as housing finance, asset management, and the rights and responsibilities of non-profit board members.
Portland Housing Center A private, non-profit organization providing education and counseling services to first-time home buyers, home owners, renters, and landlords.
Reach Community Development Corporation Develops and maintains a permanent resource of affordable housing, promotes healthy neighborhoods, and provides opportunities for low-income people through partnerships and community involvement.
Rose Community Development Corporation Builds community and strengthens neighborhood economies that revitalize Outer South East Portland. ROSE CDC has developed four programs: Child Care, Time Traders Skills Exchange, Home Ownership, Rental Housing.
Beyond the Portland Metro Region
The Enterprise Foundation's Northwest Regional Office Assists community-based organizations and local institutions to rebuild their communities. With the support and resources of a national organization, the local Enterprise office augments local resources.
Oregon Council for Affordable and Rural Housing (OR-CARH) A non-profit trade organization advocating on behalf of participants in the affordable rural housing business.
Neighborhood Partnership Fund An Oregon nonprofit intermediary creating economic opportunities and affordable housing for low-income people.
Housing Development Center A non-profit project development organization providing technical assistance to Community Development Corporations in Northwest Oregon.
City of Ashland There are a variety of affordable housing resources (local, state and national) listed on this website.
More Community Land Trusts
Ashland Community Land Trust A community membership non-profit working to increase permanent affordable housing while providing rental homes. ACLT makes efforts to use green building techniques, gardens, and inclusive decision-making policies in its projects.
Central Oregon Community Action Agency Network A private nonprofit established to serve and speak out for economically disadvantaged people in Central Oregon.
Vision Action Network and the Community Housing Fund VAN is a Washington County non-profit working to develop a locally-based affordable housing trust fund. The CHF is a private/public partnership whose goal is to aggregate capital to support innovative approaches to meet the affordable housing challenges.
Campaigns
Affordable Housing Now! A movement of affordable housing advocates and tenants whose goal is to secure new resources for affordable housing in the Portland Metro area.
Community Housing Fund Fundraising campaign for creation of affordable housing, whose goal is to raise roughly $1.2 million in fiscal year 2003-2004.
